Generation cannot become a SAP write on its own. Qualified output is not approval, approval is not execution, and execution is not SAP authority. Default live execution remains false, and SAP writes during the 0.6.1 release process were zero.

A person authorizes every SAP write. Govern binds that approval by hash to the exact qualified execution request, so what is approved is exactly what runs. SAP remains the final runtime and authorization authority.
