CAPELLA AFEP’s default execution posture is fail-closed. In the 0.6.1 release process, SAP writes were zero. The supported and verified path is managed RAP create; a stopped path is treated as evidence, not a failure to hide.
Qualification
SFC 0.13.1 compiles and qualifies the candidate against the current banked release. Qualification is not authorization.
Authorization
Govern applies a hash-bound human approval to the exact qualified request. Authorization is not execution.
Execution
A4Layer 1.0.0 carries the approved intent into bounded SAP execution. Execution is not SAP authority.
SAP authority
SAP determines authorization, realized object state, activation and runtime truth.
